Open Question: Steam internet Problems HALP?

Ok, so i get done with CS:S or something and all of a sudden steam doesnt wanna connect to any servers or wont dipslay info but im sitll loged in to messengers and ts etc And yet again i cant view webpages It did this when i was on Vista also so do you think it is my Modem?
